The Transizione 5.0 Plan, introduced by Article 38 of Decree Law 19/2024 (converted into Law 56/2024), represents the natural evolution of the Industria 4.0 programme and serves as a strategic element for the revitalisation of the national industrial system, with a dual objective: the digitalisation of production processes and the reduction of energy consumption with a focus on environmental sustainability.
The measures outlined in the plan promote the adoption of innovative and green technological solutions through a system of tax credits, granted on the condition that energy consumption is reduced by at least 3% at the production facility level or by 5% for the specific process involved.
A fundamental condition to access the incentives is the inclusion of at least one leading product—an enabling technology that directly contributes to energy savings and improved efficiency in production processes.
Which IREM products meet the requirements of the Transizione 5.0 Plan?
Within Annex A – Group 2 (Systems for ensuring quality and sustainability) – Point 8, energy efficiency devices interconnected to the company’s production network and equipped with monitoring and control capabilities are explicitly included.

How can the benefits be measured?
To accurately assess the potential energy savings, it is essential to perform a preliminary analysis of the incoming voltage levels. For this purpose, IREM offers the Ecometer Energy Saving Meter, which makes it possible to determine the actual efficiency achievable through the installation of a voltage optimisation system.
Energy savings are calculated in accordance with standard VDE-AR-E 2055-1, ensuring the metrological accuracy of the entire measurement system. IREM Ecostab – Ecobuck economisers are also equipped with network analysers and digital multimeters that provide continuous display of all real-time electrical parameters.
Who can access the incentives of the Transizione 5.0 Plan?
All companies based in Italy, regardless of their size or industry, can benefit from the available incentives, provided that the investments meet the technical requirements and are certified by independent evaluators. The tax credit rates are structured as follows:
- 35% for investments up to €2.5 million;
- 15% for investments between €2.5 and €10 million;
- 5% for investments exceeding €10 million.
What are the deadlines and procedures for accessing the incentives?
To benefit from the tax relief, companies must prepare a detailed investment plan, certify the energy savings achieved, and complete the purchase, installation, and interconnection of the equipment by 31 December 2025. All required documentation must be submitted through the official portal of the Ministry of Economic Development.
